Ten new laws take effect from 1 January 2016, including the Law on Social Insurance, Identity citizens, civil status, Excise Tax and the Law amending the military service.
Social insurance law
One of the most important changes of the Law on Social Insurance premiums are rising. Specifically, when this law takes effect by the end of 2017, the premium rate will be based on salary plus allowances stated in the labor contract; from 01.01.2018 onwards premiums on wages and allowances and additional amounts stated in the labor contract. Citizen identification law
Since 2016, the Law on Identity effective citizens, all citizens of Vietnam from 14 years and above will be issued identification cards 12 numbers instead of ID. Excise Tax Act amendment

Law governmental organizations
Government Organization Law specifies the number of deputy ministers and deputy heads of agencies of not more than 5; the Defence, Public Security, Foreign Affairs does not exceed 6. Law on local government institutions
